MOTU tools: let's do some team-work

Currently, devscripts is Debian's devscripts, without any modification.
Our MOTU scripts won't probably interest Debian's maintainer of
devscripts, so it might be easier to release our own package (also, we
could control the release cycle for the package, which is a good idea at
least in the early stages)
