Note that the actual template is at https://wiki.ubuntu.com/SpecTemplate
but the instructions and guidelines are at the link you mentioned.

I have started creating the BOF templates - although I see the
SpecTemplate has been updated since then, so I may need to edit those
already created templates to include the changes: Add the 'Launchpad
Entry:' section, and create the Launchpad component for these too.
I will start on this tonight, any help with this would be greatly
appreciated.
We also wanted UBZ delegates to start adding their names in the Specs,
as Lead, Second, Contributor or Interested as the case may be. So we can
take this into account when scheduling. However I now see that this
section has been removed from the SpecTemplate and there is only
provision is made for a list of contributors?
Mark: How do we assign the leadership and seconding roles for the BOFs
now? Also can we have sections for Kubuntu and Edubuntu specific specs
too please. e.g. https://launchpad.net/distros/edubuntu/+specs (Edubuntu
specs)
