IMHO its not a bad thing to work around broken hardware (ie, make it work as 
planned). Microsoft should be ashamed of themselves for trying to remake 
keyboards in their own image.

If you're suggesting that Ubuntu's default keymaps reverse the F-lock setup 
(ie, pressing Action causes a F# event, and pressing F# causes an Action), 
then yes, I think that is a great solution.

Disclamer: I'm not a Ubuntu developer.
