Webmin is the canonical (ha) open, pluggable, somewhat-graphical server
administration interface that doesn't require X. For people who want to
use such tools, it seems to do the job pretty well.

I haven't looked at it in a long time, so by now, it might even have an
ncurses interface. If not, writing a ncurses wrapper around the existing
Webmin core would likely be quick, not too hard, and would save you from
having to duplicate a lot of effort.

I'd also like to point you to the page that lists our goals for Breezy:

If you scroll down to where it says "Deferred goals", you can see a
whole bunch of stuff that was planned for the upcoming release, but
didn't make it. Picking up one of those goals by either joining the team
that's working on it, or jumping in by yourself if there isn't one,
would probably be a worthwhile project both for you and for the community.
