Music and movies are mixed in a way so "normal" sounds (like narration
or vocals) only use approx. 70% of the dynamic range. The rest is kept
as "headroom" for really loud parts like explosions etc.

Computer sound however traditionally could not afford to waste precious
bits when sounds had only 8 bits per sample. So just about every sound
was maxing out the dynamic range. Unfortunately, this behaviour was not
changed when migrating to 16 bits per sample.
