I don't know when it took effect, but Metalink clearly states that
"10gR2 64-bit" is "Certified" by Oracle for:

  - SLES-9
  - Red Hat Enterprise AS/ES 4
  - Red Hat Enterprise AS/ES 3

"10g 64-bit", by which they presumably mean 10gR1, is Certified for:

  - SLES-9
  - SLES-8
  - Red Hat Enterprise AS/ES 4
  - Red Hat Enterprise AS/ES 3
  - Asianux 1.0

Oracle only released 10gR2 for Linux x86-64 a few weeks ago, months
after the 32 bit version, but 10gR1 has been available for x86-64 for
much longer (Six months?  A year?  I don't remember).  So it would be
pretty odd if Oracle had been selling 10g on x86-64 all this time
without "certifying" it.
