New oregano package

Since 'oregano' is in both Debian and Ubuntu, Ricardo only needs to
adjust the Ubuntu-specific versioning. He would use 0.40.4-0ubuntu1,
since he needs to handle the situation where 0.40.4-1 enters Debian.

Since the package exists already in both Debian and Ubuntu, he just
needs to use dpkg-buildpackage -sa.
