powernowd and laptop mode

'powernowd' needs[0] to be running to 'notice' when you connect/disconnect
and change its policy accordingly.

Why waste energy...  This planet is getting fairly hot as it is.  :-)

Here's two:

  Excessive CPU speed => Excessive Heat => Noisy fans turn on.

  Batteries re-charge faster, because:
    (a) less electrical current into CPU => more current into batteries
    (b) lower temperature => increased current before batteries overheat

Since the CPU speed is always ramped up exactly when it is required, I don't
understand why people are wanting to disable it.

[0] 'Need' is wrong word, it's just easier to have 'powernowd' perform
the AC/Battery check itself.
