I think its correct, since the CPU should go to MAX only when an app
needs it, and stay with minimal frequency when the CPU is idle.

Maybe. If you are connected to AC, why save power? That's why powernowd
only makes sense when using batteries, and there's some modifications
posted here, which i liked:
