First, Ubuntu already has a Help function, "System" > "Help". Granted, 
that's not a very discoverable location, and granted, the help system 
currently is (with all respect to those who wrote it) very little help; 
but the right way to fix that is not to add a separate help function 
somewhere else. If there are help forums, they should be linked to as a 
last resort from *within* a useful help system.

Second, searching Google is a whole lot easier than navigating a Web 
forum you've never seen before, posting a message to it, waiting a day 
or two, going back and finding the message you posted, and seeing if 
there are any replies. Forums may be useful, but not for the sort of 
people you're thinking about.
