Current versions of reportbug should detect (thanks to Chris Lawrence) that
they are running on an Ubuntu system, and redirect the bug report to an
Ubuntu mailing list.  There is no email gateway to Ubuntu Bugzilla at this
point, and one is not planned, because Ubuntu will be migrating away from
Bugzilla in the future.
