This sounds like a bug that was previously reported and recently fixed
(I have not verified that it has, though).  Check Bugzilla.

You can't use an ISO to do netboot installs!  I banged my head on the
same thing for hours. :P  I think there's an article on the wiki about
netboot.  I should update it...

If you're going to do netboot installs you'll need to mirror the
repository.  I recommend installing debmirror and syncing against a
rsync server.
