People who are able to log in at the physical console are usually able
to pull out the power cable or turn the machine off. As a result, the
fact that they can shut the machine down correctly is not usually
considered an issue.

gdm runs as root, and various pieces of its functionality depend on
this. In future, some of this may be split out to separate programs and
the amount of code running as root reduced.
