What do you want to close?

The changelogs are already machine generated and should be fairly
well machine-readable. For example, due to today's update, the German
update package changelog looks like:

language-pack-de-update (20050301) hoary; urgency=low

  * Automatic update to latest translation data.

 -- Ubuntu automatic language-pack builder <language-packs at ubuntu.com>  Tue,  1 Mar 2005 11:06:19 +0000

language-pack-de-update (20050128) hoary; urgency=low

  * Initial release.

The package version will always tell you the date at which the package
was built.
