I'm not sure if it's a better idea but... what about a "Closes"-like system 
for updating translations?

I mean, usually, when a package updates its translations has a changelog entry 
like "Updated translations" or "Updated spanish translations" or so. If it's 
written more "machine-understandable", like "Updated translations 
(lang-update: es, da, ru)" it could be easier to handle updates.
