Sorry, but I'd consider that boilerplate very annoying. After all, you
cannot assume every ubuntu user is using synaptic. It isn't even
installed with the server installation.

I think newbe would be better helped with a nice 'Introduction to your
new ubuntu System'. So, go and help the Documentations Team if you are
concerned with this subject.
