 I suppose Ubuntu developers which are also Debian developers mostly do,
 but some packages might be introduced in Ubuntu without being
 introduced in Debian.  Patches created by Ubuntu are not necessarily
 fed to Debian since:
 - the maintainer might not like receiving bugs from Ubuntu to apply
   patches,
 - the patch itself might not be interesting for Debian (CVS pulls,
   branding, whatever).
