Run commands with 'sudo', a la:
sudo pico /etc/config_file
sudo apt-get install ...

Your monitor maybe returning duff (in-accurate) information about what
resolution capabilities it has. If you edit the Xorg.conf file and remove
the lines about Horizontal and Vertical Refresh limits you should be able to
get the higher resolutions:
sudo pico /etc/X11/Xorg.conf
