Hey, it's not a bad idea ;) I'd love to see Ubuntu ship the autopackage
runtime. But I think it's unlikely to happen just yet: firstly
autopackage itself isn't quite ready, and secondly I suspect some debate
would be needed. 

Having the runtime in Universe isn't that useful because we can go fetch
the necessary code automatically if it's missing: it is only interesting
if it's installed by default, in the base set. And putting stuff in the
default install requires some degree of consensus. If somebody with the
authority to decide what is shipped by default has some opinions on the
matter then please do let us know!
