First set of language packs out for testing

Not right now. In the future it would be nice to accomodate all kinds
of translations into the language packs, but right now (i. e. for
Hoary) this is confined to gettext translations and per-language
dependencies.

We are still discussing a good approach to handle the more tricky
parts like translating .desktop files. However, I will take a look at
intltool-merge.
