Given that the discussion has died down, and based on my private
discussions with with some lsb-active people, I think it is time to
proceed with the proposal.

(The relevant portion of the offline discussion is that it is perfectly
within the lsb requirements to require that the user install a specific
package in order to achieve lsb compliance - that's where we'd wind up.)

(popularity-contest is already done, the remainder are below.)
