-1 to installing a "dummy" package in order to "fake out" LSB 
compliance.  If LSB compliance "out-of-the-box" is a real goal, removing 
the local-delivery MTA should be ruled out.  If not, then requiring the 
explicit "install an MTA" step is the Right Thing (tm).
