update-manager sync at install

There is a open bug (#6631) to include a "Update package list now"
button in update-manager. My concern is that it will make the window
look overcrowded and confusing.

Please note that update-manager is designed as a update application
(not as a package manager). It will do "upgrades", not
"dist-upgrades". The difference is that a "upgrade" will no install
new or remove packages. The above situation may be caused by that. For
the later you should use apt/aptitude/synaptic because it offers more
control.

The current minimum intervall for automatic checking for updates in
the background (a cron job that does a silent apt-get update) is one
day.

Packages can be downloaded in the background (see Preferences/Settings
in Update-Manager).
