Googling for .po utilities I've remembered hearing about Pootle,
and lo and behold, it seems they're translating debian-installer:

What are the general differences between debian-installer and
ubuntu-installer with regards to localisation? Is it worth to
try to merge the changes from d-i's .po file?
Is Pootle the official site for debian-installer localisation?
Should I move this thread to ubuntu-translators or rosetta-users?
