Language support packages suggestion

This is far more complex than the language support needs to be.  If the
mozille-locale-* packages require Mozilla in order to successfully install,
then the lanuage pack dependency should be downgraded to a Recommends or
Suggests.  If they do not require Mozilla to successfully install, then the
dependency should be removed.

This is our intention.  The language support packages should depend on a
dictionary for the language (if available), and via this dependency they
will be brought into main.
