The GPL makes no restrictions on *using* the software, so you are free to use it
however you wish, including linking Rythmbox to gstreamer0.8-fluendo-mp3.
Likewise the GPL makes no restrictions on modifying the software for you
personal *use*.

The GPL makes restrictions on *distributing* the software, so you could not
distibute a CD containing Rythmbox linked to gstreamer0.8-fluendo-mp3.  Likewise
the GPL makes restrictions on *distributing* modified copies of the software.
