universe is still distributed by Ubuntu, I doubt the patent holders would
be terribly interested in which repository it is in

http://www.mp3licensing.com/patents/ - I'm no patent expert, but it looks
like they reckon they have patents in various european countries.

Except that restricted is enabled by default, so users can agree to some
license or other and have the software installed, without going through the
rigmarole of configuring extra repositories.
