[OT] Where to ask for help with mirror issue?

Hi,

As all of you may notice, this is off topic, but I don't know where
to ask if official way won't work.

Put it shortly, nobody answered after sending email to
mirrors at ubuntu.com repeatly. Is there any other way I can
contact effectively to deal with mirror issue and domain
related changes?
