autoconf version 1.6.1 or later

So install it.  My breezy system (upgraded from hoary) has automake1.9,
version 1.9.5-1 (and autoconf version 2.59a-3).  Note the following
from the package description:

 Automake 1.9 fails to work in a number of situations that Automake
 1.4, 1.6, 1.7 and 1.8 did, so has been renamed so that the previous
 version can continue to be made available.

All of these are in breezy's main repository.
