More like an accidental "feature" in Hoary.  In Hoary, casper would
reconfigure gnome-panel-data unconditionally, just in case we were on a
laptop (so that the appropriate panel configuration would be loaded).
In Breezy, as an optimization, casper first calls laptop-detect, and only
reconfigures if we are in fact running on a laptop.

If you're making non-laptop-related changes which need to be effected, you
should reconfigure gnome-panel-data yourself.
