Should reportbug be usable?

reportbug does 'work', but it sends your bug report to a mailing list,
rather than to an Ubuntu bug tracking system.  reportbug can't yet integrate
with Bugzilla or Malone.

This is a bug in reportbug, which I thought was fixed some time ago.
