Calling for a Council to solve the "spatial nautilus change" issue

The most recent technical board meeting was specifically postponed until
after the release, because we're quite busy preparing.

Given the amount of discord over this issue, it does seem like a candidate
for a tech board meeting, but it's an awfully inconvenient time to call an
ad-hoc meeting.
