ipsec-tools

I have just been examining the ipsec-tools package that comes with 
ubuntu, and cannot find racoon as part of that package.
The package source code that is on sourceforge, comes with racoon as 
part of it. I do see a racoon package in Universe through Synaptic.

Was it the intent of the dev team to have things this way or did racoon 
get missed, or am I missing something here?
