It should "Just Work". At least that's my understanding of it. Install it in English, and just name your files in Hebrew. Additionally, to launch a SINGLE APPLICATION in Hebrew, set the environmental variable LANGUAGE before the application is launched. You might have to run "dpkg-reconfigure locales" and enable support for the Hebrew language sets.
