As far as I know, anacron does that. At least that's how it seems to
behave on my (Woody) machine at the lab that is shutdown overnight.
And at least in an earlier version (that is, back when I looked at it
closely - I have no idea if it's changed) it used to stagger the
starting of the daily/weekly/monthly jobs (since it's rarely on over
the weekend, I get the first two lots every Monday).

Defer staring them when running on battery, yes. Ideally there should
be an interaction with shutdown as well - I wonder if the reports I've
seen referred to, about it running some jobs twice in one day, might
have been due to being shutdown during its first attempt to run? I
don't know at what point anacron updates its notion of when the lot
were last run.
