Run DHCP in background?

This could also be accomplished by using ifplugd, which monitors the
card for a link beat and if found, runs a certain script (ie, could run
DHCP). This has the added bonuses of a) not blocking boot-up and b)
grabbing an IP when somebody sticks a network cable in.
I believe I read that ifplugd was on a list of possibilities to improve
networking in hoary.
