Wishlist - FireFox, close & NOT quit when multiple windows open

Is this an upstream wish?

I'd like FireFox to have "Close" at the bottom of the file menu when
other FireFox windows are open (same behaviour as IE), or, at the very
least a Do you want to quit: Yes, No Cancel dialogue when multiple
windows are open (like there's a dialogue asking if you want to close
when multiple tabs are open).
