The easiest way to report a bug is to simply run the following from a
terminal:
ubuntu-bug rsync
Please ensure you include as much information as possible in the bug
report - I tried looking at
https://download.samba.org/pub/rsync/NEWS and couldn't find any mention
of this sort of issue so any help you could give on pointing the
developers to the associated upstream bug report / fix would be great.

Ubuntu does not upgrade package versions during the lifetime of a
release - instead we will backport fixes for bugs / security issues as
appropriate.
