Ok..

I just made an install of 23.04 in VirtualBox, chose the basic Hebrew 
layout in the installer, and it resulted in:

$ gsettings get org.gnome.desktop.input-sources sources
[('xkb', 'us'), ('xkb', 'il')]

available at first login.

(I used the "legacy" ISO.)
