libnet-ssleay-perl: new upstream stable release

Dear all,

We've just released Net-SSLeay 1.92 on CPAN:

This is the first stable release with support for OpenSSL 3 (which I 
understand is particularly important for the upcoming release of Ubuntu 
Jammy).
