In this context/wiki page, 'Ubuntu Package Selection' is one of the
processes the Ubuntu Technical Board is responsible for.

According to that page, you can submit proposals (for example,
'packages for inclusion' above, and reach out to them (see items
mentioning their agenda and mailing list) for their evaluation.
