It's been a while, but IIRC we considered that many years ago and found
that it seemed too annoying to do that in practice; it meant that if you
were intentionally diverging from one part of the prescribed default
system in such a way that required removing a lower metapackage, you
ended up removing all the upper metapackages as well, and that ended up
being rather a hassle.
