cgroup-tools: cpuset subgroup error

Hallo,

I have a problem with the cgroup-tools and it seems for me that it is a
bug. So I've set up cgroups like for example in this wiki and everything
works fine
(https://github.com/jooyong-park/workspace/wiki/cgroups-on-debian-ubuntu).

But when I now try to set cpuset.mems or cpuset.cpus for a group like
app/development, I get this error:

Failed to remove a non-empty group
Error: failed to set /sys/fs/cgroup/cpuset/app/matlab/cpuset.cpus:
Permission denied


But when I do the same with a group app/, it works. So it's a problem
with the subgroup. Do I miss something or is it a bug?
