We do not upgrade to newer version of things; but we do upload patches
to fix individual bugs.

What is the bug? Do you have a URL to the upstream patch / upstream bug report?

Please open a bug on launchpad against liblangtag discribing all of
that using this template:

Then the process of fixing liblangtag you knwo about can be started.
