This is deliberate. nginx's HTTP/2 support is considered experimental
upstream, and so we don't currently consider it appropriate for the
upcoming LTS release. We expect to enable it after upstream's support
becomes non-experimental. You can always recompile to enable support if
you like, or use a PPA.
Unless this our position changes before release, I expect this to be in
the release notes.
