libcgroup: What replaced /usr/sbin/create_default_cgroups?

Thank you for this information - but this seems to be how it will work in the future, where I would like to know how it works in shipping releases after 12.04
I'm looking at 14.04, currently - and am unable to find what replaced this script that created the sysdefault cgroup.
Was this functionality removed, or was it replaced with something else?
