Ubuntu is intended to be for everyone, in whatever language they
use, so that includes Tibetan/Dzongkha.
There is some information from the Tibetan library at a US-University:

The translations for Tibetan are contained within the
'language-pack-bo'/'language-pack-base-bo'. These come from the
translations made via:
