liblockdev1-dev missing pkg-config lockdev.pc file

The normal process is to check for applicability in Debian and to file a
bug there if it does affect Debian and there isn't a bug filed already.
https://tracker.debian.org/pkg/lockdev is a good starting point for a
summary of relevant resources against the package in Debian. That shows
me that the packaging is not currently maintained in a VCS repository
(otherwise there'd be a link to it), so patches and emails are the
generally appropriate forms of contribution.

I just took a look though and found:

https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=734086

which suggests that lockdev is considered deprecated and is on its way
to be removed, so there is probably little point in improving the
packaging now.

explains how to file bugs in Debian (including for bugs with patches).
