liblockdev1-dev missing pkg-config lockdev.pc file

I see that liblockdev1-dev doesn't install a pkg-config lockdev.pc file for the library. It would be helpful to add a lockdev.pc so other programs can more easily check for it in autoconf.

Sorry to say I'm currently not familiar with the process for such contributions to Debian. I can write a .pc file easily enough, but don't know what to do with it to contribute it to the liblockdev repository (and I'm not sure where exactly an "authoritative" repository exists for liblockdev).
