One of the tasks of whoever takes this on (not me; I'm not routinely
working on the installer any more) would be to work out whether there
are any stragglers who would be affected by this, what the upgrade
considerations would be, etc.

At the time when link_in_boot is set, the installer hasn't yet got to
the point of selecting a boot loader.
